I just readed some forum, edited something, and now setti writes
host not found (in red)
the server just updated to 2.0.3.0 so I cant test if it work
does the setti needs someone joined on the server to work?

I guess you want to say IP provided by your ISP ... give a try to this port-forwarding application from here if you running windows .
and if your IP it's changing everyday I guess you can try to do something with NO-IP or DYNDNS
btw some routers have their own DDNS (Dynamic DNS) service that allow you to use a Domain name even though your Internet IP address is dynamic. You must Register for DDNS service at one of the listed DDNS Services from your router if it have something like this.

at least, another searching

the problem is somewhere in server.cfg, I copied the server.cfg from that url and setti now see me

the problem was sv_cheats 1 - > then no responding
some of my addons needed it, but I can live without them
I thank all people who tryied to help me, and for the dynamic-static ip
Any1 if want can join my l4d2 TANKRUSH server 2.0.3.1 just connect l4d2.selfip.org:27015 or in setti list
