Okay, so I followed the instructions, downloaded the latest masterserver, and put in in the config folder for TF2, but the servers STILL won't show up. What is wrong? Is it my IP address or something? What's wrong here?

Close Steam, close all games and then delete all masterservers.vdf's. Then start Steam or your game. That should reset masterservers.vdf to Valve's masterserver. Then follow the Setti masterserver install instructions again.
If you can't get even the Valve's masterserver working then you have a bad release of TF2.

You don't need Steam for masterserver to work. Check cs.rin.ru's boards for Steam patches + game downloads: http://cs.rin.ru/forum/ - requires registration but you'll get everything you need from there.
There are regular updates to TF2 so it's better to have such a release that is updated regularly. With CFToolbox applying the updates is easy. More about that you can read at cs.rin.ru.
