Weird CS:S issue

We are a school who has a gaming club, and we used to play Counter-Strike Source, and various other Steam games. Our internet providers however closed the ports due to security issues, so we were forced to use a Non-Steam version of CS:S. We downloaded the game, and the most recent patches on the majority of our new computers, which have never had Steam on them before. However, with our older computers (Alienware Aurora if it matters) an error occurs when trying to join the local server, hosted by one of the newer computers. "The server requires that you be running Steam." pops up when ever we try to join, or create a server on the older computers. One of the computers were wiped, so Steam was never installed on it, so I'm not quite sure what the issue is. All 7 of the Alienware computers have the same issue. Any help would be greatly appreciated!
