For some reason lately my masterservers file keeps getting overwritten by the steam one and i DID put it as read only.
Is it just me or has steam changes something?

Remember to quit Steam and all games before doing any of the replacing stuff. If you put the file read-only then there should be no way that some program overwrites it with other values.
If you get the serverlist from Valve then you might have duplicates of masterservers.vdf. Search for "masterservers.vdf" in your Steam or game directory and delete them all. Then follow the install instructions again.
