Because it's not even responding to server query: 93.99.27.194:27015 no response

Check that your firewall isn't blocking any connections. And make sure you keep your server running. You might need to add "+ip 93.99.27.194" startup parameter for srcds too.

Ask your friend to try to join the server. When he can join, Setti server scanner can check your server too. Most likely your friend cannot join your server now either. You can figure out the details about port forwards with your friend together.

After your friend can join your server just submit the IP again at http://css.setti.inf...submit_servers/

You have to forward port 27015.

You can find instructions in your own language from the internet easily. As soon as you get your server online, also Setti masterserver will work.

The best way to solve the problem is to try to find the correct setup with your friend so your friend can try to join to your server and you can talk over phone or IM while testing different setups.

It's working now. Submit your server address to http://css.setti.inf...submit_servers/. If you have dynamic IP, then go get no-ip.org hostname and submit the no-ip.org hostname. You can also use dyndns.org whatever other dynamic hostname service.

I bet there are couple too many forwards, but now that it's working remember the old rule: IF IT AIN'T BROKE, DON'T FIX IT! :D
