Reinstall whole game than go to

cstrike/materials/effect/

and than make Read-Only flashbang.vmt and flashbang_white.vmt or any other ***.vmt which is causing the problem

So I checked and found out that there is fucked up servers which are uploading to client broken game files , after you join such server you will be unable to play on any server with "sv_pure" enabled!

217.26.212.20:27015 is ok
212.124.160.7:27015 is such shit server uploading broken files

Reinstall CS:S will restore your files back, so do not join these broken servers or you can disable downloads from servers with console command -> "cl_downloadfilter none"!
