Server scanner moved to cloud

Hello.

Setti's server scanner is now distributed. The server scanner runs in a cloud. This makes it more scalable in the long run. It's one step forward in the future.

The update doesn't directly affect normal Setti masterserver users. The server list and the master server service continue service as normal.

The biggest improvement for server admins in this update is support for the new server patches. Setti's server scanner can find and verify the newly patched servers automatically from Steam's server list. This makes Setti very easy for server admins to use. There is no need to separately submit the server to Setti. Great

There still remains problem with the newly patched servers being directly submitted to Setti. Couple of the new server patches restrict access to Setti's server address. That makes it impossible for Setti to immediately verify the server status. Currently there is no solution to this problem. However, the indirect automatical submission from Steam's server list does address the issue.

The servers that are patched with the latest revemu or vityan's which set "no-steam" tag will be automatically added.
