No way man. With ping limit to 90 or 100 many players like me can not join. Is not good idea.When join players with high ping like 130 or 140 the server didint lagg.

And many players unlike you join. When server is full with latencies of 100 it lags like hell.
Players ping have zero affect on the server. As you said, you are not a techie If the server is to lag, it will lag wether all the players have 50ping or 400 ping
Playing with ping of 100 or more is fine. Trouble starts overthe 150 mark but is still acceptable in my opinion, many players have 150 on setti 3 and I notice no problems.
Saying that, Setti servers do have some Tickrate problems. Often the server gets VERY laggy and the tick rate drops to around 10 which is not very good to play on.

Now the wining strategy is just to wait 10seconds in front of a respawn point and kill.
Not to mention the difficulty of seeing someone hacking. Wallhacking is impossible to detect.
I loved playing there but now its not the same. Playing only when are max 18 players.
Also , have u guys thinking of adding more maps besides dust2? It would be great

There are now fewer slots. The real amount of slots is (most likely) 20 now and 16 is the max number that is shown in server browser. It's impossible to know how latest SRCDS and Mani versions handle the slots. Report here if there are too many or too few slots.Maximum 26 slots, 24 for players, 2 for admins. And ping limit lowered to 90, maximum 100.
Why only 2 slots for admins? It's quite unlikely situation that 3 or more admins would join the server when the server is full to make the server too full.
Ping limit is now down from 160 to 120. It shouldn't have been 160 earlier either.

How do you propose that these problems you've noticed should be resolved?

There are now fewer slots. The real amount of slots is (most likely) 20 now and 16 is the max number that is shown in server browser. It's impossible to know how latest SRCDS and Mani versions handle the slots. Report here if there are too many or too few slots.

We can have more than 20 players if we'd had bigger maps. d2 unlimited would be a suggestion.
You can set that up with 24 or more slots and see how it'll go.

d2 unlimited is a rly good map, it even has 3 bombsites would love to see it on setti custom map server, if it isnt there already

Map its too big for 24. You need at least a full 32 server.

D2 unlimites is really good map But they have some Glitches You can go out of map if one player going up to other.One solution is to make the players walk through. So no one can go up in other player and climb in the roof of house and get out of map.
