installed MasterServers.vdf like described here (http://css.setti.inf...r-instructions/), still no servers.

Have you closed Steam before you copy the files? Do you see any servers at all?
The masterservers.vdf and masterserver2.vdf (note the names!) are just normal text files that change the masterserver address to Setti.
Double-check that you've installed in correctly. It should work.
