Your server is full. That's why the server verify doesn't succeed and that's why your server isn't listed yet. It'll be listed once the check succeeds.
Note that you can't submit the server by yourself. The IP range is restricted, so you can't submit the server.
Wait 24 hours and then your server is on the list if the check has succeeded.

The verifications don't come from single IP. It's in purpose so server administrators can't create any fancy stuff especially for Setti
I've manually fixed the problem now. Anyway, the overall problem of not being able to properly verify your server exists. Usually even more full servers than yours have been working OK. There's probably some plugin on your server causing some other random problem. Both of them together have caused your server to fail the verify for long enough. Let's see how it works now. It may have been just a coincidence.
