I can`t add my server

I try to add my Counter-Strike 1.6 Server but i got this error!

ip:185.4.149.19:27055

"Wait 15 minutes. Contact us at forums if you need to add many servers. Also tell why you have so many servers."

 

And for Half-Life server say`s that the server is added but i can`t see it  on the list

ip:185.4.149.13:27080

ip srv 2:185.4.149.21:27091

Hy i have a problem with my server , My server is Half-Life 1 but here http://css.setti.inf...2.105.73:27015/ is Half-Life 2 why ?
