Regarding the big picture. It seems that Georgia tried to take their rebellious province by the storm. Plan was to quickly capture the province, before Russian can reinforce their peacekeeping forces stationed there. Part of the plan was to destroy the civilian infrastructure to force people (who have Russian passports anyway) to escape to Russia. Then the Russian would have no justification to send in more troops (labeled as peacekeepers) there. The province would be under Georgia control, with no Russian citizens there, and with no fighting there anymore. However, the plan failed. Russian forces stood well and were reinforced quickly. So, Georgia now claims that it has no any forces in the province and asked for a ceasefire. What will happen next? The Russian will possibly try to weaken Saakashvili´s position. They will claim that Georgia army still operates in the province, so they have to keep fighting. The Russian will not target intentionally civilians, but will hit military and some selected civilian targets (e.g. ports, airports, major industrial complexes) hard.
