new Players could be banned for half an hour
- Old players should be 'whitelistet' and if all other players vote for ban, 5 min ban and admin request (admin have to check)
- multiple bans perm ban not directly

nope google use a cached cdn system no cahnce to run a gameserver on their infrastructure 
just buy another server i can give you if you want some ips to ping and test from different locations

If you want that all users from europe get nice pings buy a server in a better datacenter for low latency, not one designed for high bandwith like Hetzners.

He is not Attacking for 2 Weeks he attacked 2-3 days and than the provider will disconnect the server from internet to save other servers in the Datacenter, when the server is back he can attack 2-3 days and than the same again!

You cannot do anything alone against DDoS attacks, you can block them with a firewall which costs many, but your bandwidth is nevertheless full.
