boost only puts your server higher in the list, its up to the players if they want to connect or not, try looking at the more popular servers and see what they do, examples:

http://css.setti.inf...2.151.19:27015/
http://css.setti.inf...20.146.7:27023/
http://css.setti.inf...0.182.19:27015/
etc.
Players also will choose servers with better connections even if others appear beforehand on list
