Make a server. Then make sure that the port of the server isn't blocked by Windows firewall, Anti-Virus firewall or router's firewall. If everything is set properly, clients will be able to see the server on the server browser's "Lan" tab. They can connect to it by double clicking on it or use this command on console: "connect [internal ip here]".
*internal ip = the local ip of the machine that the server is hosted.
Tip: To find out the internal ip of the machine that the server is hosted, open CMD on that machine, type "ipconfig" and hit enter. The internal ip (IPv4) will look like this: 192.168.X.X
