The latency on scoreboard is a whole different thing from the ping. Just type ping in console and you'll see the difference...

A little tip to get correct rates:
cl_cmdrate 66
cl_updaterate 66

The rates should be fixed to 67 by server. The new pingkicker should ban by "ping" ping.

It shows 68-70 ping on the stats and shows this after typing cl_cmdrate 66 several times.

It's useless anyway.. It only affects your scoreboard ping, not your real ping or anything else, since the rates are fixed by server.
