This is about the same thing that one Finnish ISP did a few years ago. They sent letters to people who had used excessively their internet connection saying that the company is forced to raise the monthly fee if they don't reduce their bandwidth consumption. I can understand that the company has to do something if they can't handle the traffic they get - at the same time customers are demanding what they were promised when they bought the internet connection.

Mine is 30 mb
Under Conditions section: "...there is no monthly usage cap for Fibre Power Broadband 15Mb or 30Mb. All broadband services are subject to our acceptable usage policy". So the eternal question remains - to be or not to be usage cap
From personal point of view Swedes have the best connections. Nederlanders are good too. Whenever you see "bredbandsbolaget.se" or "comhem.se" or "xs4all.nl" you know you don't need to wait long for your download to finish
