Sorry, I didn't understand what you are asking? You can write "connect <server-ip>" in console to connect to servers.HOW TO PLAY ON YOUR SERVER PASSES HIS NAME

Everyone can submit their their own server's IP:port in the form at the bottom of the main page (http://css.setti.info). Posting your servers at forums is not necessary.
If you are hosting a good server then it's of course recommended to post something on the forums too.
