So i downloaded Setti from thepiratebay, patched it correctly it can play servers online/offline but one problem...

something is wrong with the spray tags. whenever i try to import spray images from my computer (.jpg) it says the file is corrupted which is not... please try to fix it in patch 15

Works for me, search google for tutorial how to create sprays!

Yepp, seriously, try to convert your spray in native vtf/vmt valve format for sprays and put it in /materials/vgui/logos, where it should be normally.
This way works 100%
