So I downloaded TF2, and I pretty much owned the setup. My only problem is that when I paste in an IP address for a game it says this problem after loading:

"Server is enforcing consistency for this file:
particles/water_dx80.pcf

Host_Error: Server is enforcing file consistency for particles/water_dx80.pcf"

I'm pretty sure I'm missing a file. I feel stupid for it anyway.

How many servers did you try to connect? Maybe you just tested few bad servers.

The problem you have has two common causes:
1. Your game is not updated to the latest update. TF2 gets updates every few weeks so all the .torrent releases and such are likely to be old. You need to get updates to your game. Search these forums a bit to find way to keep your game updated.

2. TF2 game servers by default are configured to be in "pure" mode. That means that all players who connect need to have the same version of the game data files as the server. If your game is not fully updated then your water_dx80.pcf might be outdated and that is why you can't join. There are probably hundreds of other files, not just that one.

You might be able to join servers which are configured to not be in pure mode but such servers are not likely to be many. Where did you download your TF2?

PS. Setti has not been enforcing consistency for exactly this reason so that older game versions can join the server too. But we are a CS:S server and nothing to do with your problem here.

Where I got it. I should try updating, and may need links to where I can get the updates, [and where I should place them.]

This the link I got the download from. I tried updating it with the most recent patch (Not sure I did it right), and it still didn't work. I'm pretty damn sure it is a patch I'm missing.

These problems in TF2 and L4D are usually related to constant updates that are released. Keeping your game updated is a solution to all of these problems. To keep your game updated go to cs.rin.ru forums (http://cs.rin.ru/forum/, requires registration but it's worth it) and look through Releases and then Content Sharing board. At Releases get CFToolbox and required Steam patches. After that all you need to do is check Content Sharing board whenever new patches are released.

Forget Piratebay and other torrent sites. TF2 gets updates every two weeks and every time you would have to wait for someone to pack the update, upload it to tpb, seed it to hundreds of noobs like you. It's never going to work. Check cs.rin.ru.

Try connecting other server. Pick 5 random servers from http://css.setti.info/servers/tf2 and then start the game with "-console" parameter. Write in the console "connect x.x.x.x:yyyyy".
