His lag might only be temporary. That happens to me often, when it does I just leave and wait for my ping to go down.

If someone has an amazingly high ping, the server will kick him anyway after 30 seconds or so. Players should just be kicked, fix ping, or asked to leave until it goes down. A ban should be for someone who is causing trouble intentionally (a big FU message) . This is coming from someone with a bad net, if I got banned (which I was) because I had a ping spike I would be pissed off
