cannot add server

Please add this server: 74.131.209.131:27015
I tried 3 times using the submit form with no success.

Servers can be only added through the submission form. If you can't get it working then it's your problem. Everybody else has it working.

I have tried adding my server for the past 5 days about 10 times a day still no success...

Yep. New servers don't get on the list yet.
