Approve him already; look at his activity here on setti forums and on main server plus he is a better candidate than some other mini-admins that are lurking around the servers...
He may have started here from a dark place(porov and all

I dont think k1ller will reply.
Send him a pm with a link to this thread. He has made many bots admin in the past, and if they have become admin then you should be able to get admin. Not saying you are a bot, just making a point.
