There are many IP addresses which have been banned from boost. However banned servers are not automatically banned from boost. It's not plausible to ban all IP addresses automatically from boost.
What comes to 91.211.116.31:27017 it's up to them how they want to continue. Their server can be banned from boost. But what should happen if they removed menu overwriting on their server? Should the ban be removed? It shouldn't be Setti's purpose to dictate what server admins do or don't do. However servers that have clearly a malicious purpose will be completely banned.
