Someone please take the admin off from him because he is using it in a wrong way! I ACCIDENTALLY shot him and then he started killing me and banned me!
I couldn't play because admin named Desp0 was spawn killing me and then he banned me for 1440 minutes

At first it wasnt a Spawnkill. It was just an retarded teamattack of you, a really idiotic teamattack. Accident ? you could have said sry, I have waited, but no answer. That was the reason of the kill. ( You could slay me at the same time, but you waited for the next roundstart and slayed me then )
So you are noobing around me, and slay me at the next roundstart ? So my answer was an slay too. Deal with it.
Then you tried to teach me something about my Rights ? I have slayed you again and then I told you to come to the forums and banned you.
"Accidents" are not welcome at the Mainserver, you should learn to say sry, even I am saying sry when I make a mistake and thats how it should work.
I thought it would be to hard to give you a permanent ban. Really that wouldnt be fair =) So I have choose a 1 Day ban and "invited" you to the forums. Deal with it.

I recommend using permanent bans as well. If there's no reason to permban someone then don't ban at all. Let the person be stupid enough so there's reason to permban him. Using warning bans just prolongs the problem.
I too, however, use 1 day bans when stupid noobs attack me. Using permanent bans would be better.

And Admins job is not to use their powers for revenge either, so he pulled off a spawnkill? Far as I recall if CSS was still in vanilla without mods, camping and killing another play in a spawn location is a coding error made by the programmers to identify the best place to spawn a player not a crime for the player camping and getting a couple of frags. It is a strategy, not a crime. As long as this exploit/glitch doesn't alter the coding or the physics of a game, it cannot be considered a cheat.
Example: Player tight ropes on an area that should be considered a solid object, yet it is, there for very few people can achieve the area on their own. Is a strategy, just cause you didn't do it, doesn't mean no one should be able to. Either you enforce a rule upon everyone or you find a programming method to prevent it (lots of them outthere)
Back on topic, an Administrators/Moderators job to keeping the game clean is anything that CAN harm a user. So, not, you going on and slaying him to your hearts content is not acceptable. You can kick the user for 5 minutes, you can do it for 10 minutes, but you cannot use slay for this kind of reason. Sm_slay, sm_freeze, all this "FunCommands" as titled by sourcemod are suppose to be used for other respectful usages, mainly if it is just a joke game. Which clearly we are talking about the official SETTI servers? Your job is to kick/ban people for the appropriate time for their crimes.
Secondly, Admin/Mods shouldn't even be allowed to participate in an online match game with powers enabled, they should be disabled when they are joining a game, and enabled if they are spectating in their reserved slots this way, normal players can feel at ease that no administrator is partaking in a game that he/she should not be in. Especially in CSS.
Appologizing in a CSS game during a deathmatch/event is kinda of something I never heard of. The game is about killing the enemy, or the other team. Not once have I heard i must say sorry, unless we are talking about Friendly-Fire or TeamKilling? You used the term "Team attack" sounds to be like you just got outnumbered by the other team, in that case:
Deal With It.
If this is a Team-Kill as in your own team killed you on purpose and they didn't apologize, then ignore all this above. But seriously, considering changing the admin to user ratio rules. I have seen this in other sites and groups before, they lost a lot of members and believe it or not, had to shutdown cause no one liked them anymore.
