WebMoney isn't international. Their documentation is in Russian. In registration they also ask Russian specific information such as Russian ID number. It's not international system like PayPal. Setti would support WebMoney if it was possible. It's not.

Valve fixed rates on server. There are still laggy players, though. It probably happens because the game can't extrapolate player's movement based on too little data from player. The player can send too little data if his FPS is very low or his network is saturated.
It's not possible to configure rates wrong anymore. It's still possible to be laggy player, though.

Psychostats are updating now. There is problem because the log files are marked by yearly timestamp. Then when the logs go for over one year, they get all messed up and psychostats can't track the logs anymore. Psychostats will come back as soon as possible.
