every time i try to connect to a server it say's the server i runing a newer version

i need help with my css every time i try to connect to a server it say's that "server is not responding" some thing like that and then when i take the ip and connect from the concel it connects so can any one plz tell me how to fix this

plz help i made my own css server and i did every thing rihgt but when i try to connect to the server it say's steam validation rejected? plz help and when i start the server it say's server.cfg could'int found.
