Your server is unreachable. Make sure your firewall isn't blocking any connections.

Even ping doesn't go through to your server so there's probably something blocking the connection.

Your server however is reachable by ping. So your problems is more likely on the CS:S server - check that the server hasn't banned Setti's IP address (188.40.40.201).

I've found the problem!!! It was obviously a RevEmu related problem. Because of lacking documentation you didn't include

Server rev.ini :

SteamClient = True
SteamDll=E:\Steam\Steam.dll
ClientDLL=E:\Steam\steamclient.dll
