I recommend people to post more info. Just posting "does not work" is not helpful. If you can't provide more information then nothing is going to happen.
Because most of you don't speak English well enough it's very difficult to understand what you want to say. That is why communication with you is so difficult. You post these one-line "does not work" messages and expect something to happen.
Here's a very good example how a problem should be reported:
http://css.setti.inf...ed-to-the-list/
Here is another example:
http://css.setti.inf...h-the-tf2-list/
Here's a suggestion for you to do. Download and install Wireshark. Then start network capture with it. Start CS1.6 and refresh the server list. Then save the network dump. Check whether your server's IP is in the captured network dump. If it's there it means it's your game which is filtering the server away. If you can't find your server's IP in the network dump then Setti's masterserver isn't sending the server IP at all.

Your servers are not responding about 10% of the time. Then about 25% of the time the response takes 1 - 1.5 seconds. You're probably hosted somewhere cheap. You get what you pay for. It's just luck if you find your server in masterserver or not. The list is refreshing all the time and your server is all the time not responding or responding very slowly. These things combined can cause your server not being listed very often.
