I own a server that I pay Setti to boost. I am getting tons of dropped players and would like to know if there is anything I can do to stop this.
I have about 8-10 player drops at times in 20 seconds (without them fully connecting) and I am wondering what the problem could be? Is it just people connecting and disconnecting really quick, or could it be a plugin I am running?
My server is a non-steam server allowing protocol 47 and 48, using dproto 0.87
I'd appreciate any help I can get

Hmm... can you post a log sample when that happens? 8-10 player drops in 20 seconds sounds quite much.
Setti's boost service doesn't force players to join any server. Players themselves choose which servers they join. Thus I don't think that it's actually related to boost. Log sample would help. You can see which IP addresses the players join and maybe see a pattern there.

I have, I reinstalled my whole server and it still happens. I do get peaks of like 15 people at times but then 20 minutes later all of them are gone and dropped. No idea what it is, I even disabled all my plugins. Can I transfer the remaining credit to another server?

This error could be caused by your virtual server. Do you have virtual server? They sometimes have special network limits that restrict the number of packets per second. It could be that your virtual server can't host the game server. You could try to lower the number of maximum players on your server.
