Can't enter setti server #3

It says that server is running newer version. However, i've downloaded and updated to the last update which is v33. When i still try to join, it says the same error, Although i can connect and play on setti server 1. Why does it say server is running newer version when i have the newest one?

i just want to know why am i not allowed to use cl_bobcycle 1 in setti servers? (not only) When i played cs 1.6 u were allowed to use it but somehow in source u can't. However, i dont know that if its cheat or not but on consol it says it is. "Can't use cheat cvar cl_bobcycle in multiplayer, unless the server has sv_cheats set to 1." When i try to run the game with bots i set sv_cheats 1 and try to put cl_bobcycle 1 it says the same thing any suggestions on why can;t i use it? thx very much
