He is not Attacking for 2 Weeks he attacked 2-3 days and than the provider will disconnect the server from internet to save other servers in the Datacenter, when the server is back he can attack 2-3 days and than the same again!

You cannot do anything alone against DDoS attacks, you can block them with a firewall which costs many, but your bandwidth is nevertheless full.
